안녕하십니까 여러분,

생부의 무고한 신고로 인해 엄마와 떨어져 카운슬의 foster care를 받고 있는 아이가 엄마 품으로 빨리 돌아갈 수 있도록 청원을 요청드립니다.

아이 어머니께서 주변에 널리 알려달라는 부탁을 받고 공유합니다. 이 글은 당사자의 허락을 받고 글을 올리는 글입니다.

청원의 주인공인 아이는 저와 친분 있는 지인 분의 14세 아들입니다.

현재 아이와 같이 살고 있지 않는 생부의 잘못된 납치 신고가 카운슬에 들어갔고 이로 인해 현재 아이는 그동안 쭉 같이 살고 있었던 한인 어머니와 강제로 분리된 상황입니다. 어머니는 생부와 헤어진 후 파트너와 같이 살고 있습니다. 현재 어머니와 파트너 분은 자신의 집조차 접근이 거부되어 다른 곳에 머물고 계십니다. 생부는 오래전부터 지금까지 베트남에서 새로운 가족을 꾸려 살고 있습니다. 보다 자세한 내용은 하단의 영어 요약을 참고하시면 됩니다. 어머니는 곧 시험을 앞둔 민감한 시기의 아들의 상황을 상당히 우려하고 있으며 아들이 빠른 시일내에 어머니의 품으로 돌아오기를 바라고 계십니다.

Dear Lambeth Children's Services Complaints Team,

I am writing to make a formal complaint regarding case reference ZC26C50135.

Summary:

A 14-year-old boy (Isaac) has been removed from his mother's care based on false allegations made by Thomas Clarke, an absent father who:

Has had NO involvement in Isaac's life for 13 years

Lives in Vietnam with a new family

Only reappeared when pursued for backdated child support

BLOCKED his own son when Isaac tried to contact him 3.5 years ago

The Facts:

Isaac's mother was ACQUITTED at Crown Court (Feb 2024) – Judge said "this should never have happened"

14+ referrals from Thomas Clarke and family – ALL closed as unfounded/NFA

Lambeth's own March 2024 assessment found NO THRESHOLD for intervention and recommended support, not removal

Isaac himself sent Lambeth:

Email (5 Feb 2026)

Video statement (25 Feb 2026)

Stating clearly: "I am safe with my mother. My father is lying."

Lambeth HID this evidence from the court.

Isaac has a life-changing exam in early May 2026 – every day in care destroys his chances.

The Complaint:

I believe Lambeth has:

Acted on false allegations from an absent father

Ignored Isaac's clearly expressed wishes (breach of Children Act 1989)

Concealed evidence from the court (fraud)

Removed a child despite finding no threshold 2 years ago

Destroyed his education during critical exam preparation

Been manipulated by Thomas Clarke and his family (Stephen Clarke, Annah Langan – both work at Marymount International School)

What I Am Asking:

Immediate return of Isaac to his mother

Independent investigation into this case

Accountability for concealing Isaac's video/email from court

Explanation for why a 2024 "no threshold" assessment led to 2026 forced removal

Isaac is safe. Isaac is happy with his mother. Thomas Clarke is lying. His family are enabling him. Lambeth is destroying an innocent child's future.

Please investigate urgently.
